About PMF

The Presidential Management Fellows (PMF) Program was established in 1977 to encourage high-achieving, advanced-degree graduates to embark on a leadership track in the Federal civil service, immersing them in the substantive work of Government and bringing a new generation of talent to the Federal civil service.

For more than 30 years, the Office of Personnel Management (OPM) has administered the PMF Program, helping Federal agencies meet their staffing and succession planning needs with motivated, highly qualified and pre-screened candidates ready to grow into leadership positions throughout Government.

The PMF Program attracts thousands of advanced graduates every year from across the country and around the world. Only the best-qualified candidates become PMF finalists, ensuring agencies reap the benefit of OPM’s rigorous recruiting and screening. Outstanding candidates are selected on the basis of:

  • The breadth and quality of their accomplishments
  • Their capacity for leadership
  • Their commitment to excellence in public policies and programs
